Government Moves to Ease Burden on Young Drivers and Streamline Licensing Process
The New Zealand government has announced plans to implement sweeping changes to the country’s driver licensing system starting in July 2026 — the first major overhaul in 15 years. The centrepiece of the reform is the removal of the practical driving test previously required to obtain a full driver’s licence.
Officials say the revamp aims to make the process more accessible, efficient, and cost-effective for all New Zealanders, especially younger drivers.
Practical Test Abolished — Zero-violation Driving Period to Enable Automatic Advancement
Transport Minister Chris Bishop stated on April 14 that “a driver’s licence opens doors to jobs, education, and healthcare,” noting that around one million adult New Zealanders do not currently hold a full driver’s licence — and half of them lack a licence altogether.
Under the current three-tiered system, drivers must progress from a Learner Licence, through a Restricted Licence, and finally to a Full Licence — with each stage requiring separate tests. The minimum cost for completing the full licensing process stands at approximately NZD 362.50, a significant financial burden for many.
The proposed changes would eliminate the practical test (currently costing NZD 98.90) required to move from a Restricted to a Full Licence. Instead, drivers would automatically graduate to a Full Licence after maintaining a clean driving record for a specified period.
For those under the age of 25, an 18-month violation-free period is required. This can be reduced to 12 months if the driver completes a programme approved by the New Zealand Transport Agency (NZTA). Any infractions during this time would reset the clock.
This approach is considered unusual on the global stage. Unlike New Zealand, most other countries forgo additional tests and instead impose longer supervised driving periods or stricter demerit point systems.
New Safety Measures to Offset Test Removal
To address safety concerns arising from the removal of the practical test, the government plans to introduce alternative measures focused on novice drivers.
The demerit point threshold for Learner and Restricted licence holders will be halved, from 100 points to 50. In addition, a zero-tolerance policy on drink driving will apply to all drivers in these categories, regardless of age.
Authorities are also considering the introduction of a “Hazard Perception Test” near the end of the Learner Licence phase to ensure drivers can identify and respond to road risks effectively.
Vision Test Requirements Reduced — “Minimal Impact on Safety,” Says Government
The overhaul also includes a simplification of the vision testing regime. Currently, drivers are required to undergo eye tests at each licensing stage. However, studies have shown that repeated vision checks have little impact on overall road safety.
Under the new system, vision tests will be required only at the initial licence application and again upon first renewal after age 45. For all other renewals, drivers will self-declare any changes in their eyesight. Vision requirements for heavy vehicle drivers and elderly motorists will remain unchanged.
Public Consultation Underway — July 2026 Launch Planned
The proposed changes have been published on the Ministry of Transport’s official website, with the government aiming for full implementation by July 2026. Public feedback will be considered as part of the final decision-making process.
Minister Bishop emphasised that the reforms represent a “balanced approach that simplifies licensing without compromising road safety,” adding, “our goal is to ensure more New Zealanders can drive legally and safely within the system.”

뉴질랜드 정부가 오는 2026년 7월부터 운전면허 제도를 대대적으로 개편할 방침이다. 지난 2011년 이후 약 15년 만의 전면 개편으로, 특히 정식운전면허(Full Licence) 취득 과정에서 실기시험을 폐지하는 방안이 핵심이다.
정부는 이번 개편을 통해 운전면허 취득 과정을 보다 접근하기 쉽고 효율적이며 경제적인 방식으로 바꾸겠다는 입장이다.
실기시험 폐지… 일정 기간 무사고 운전 시 자동 승격
크리스 비숍(Chris Bishop) 교통부 장관은 지난 14일 “운전면허는 직업, 교육, 의료 등 다양한 기회를 여는 열쇠”라며 “현재 뉴질랜드 성인 인구 중 약 100만 명이 정식 운전면허를 보유하지 않고 있으며, 이 중 절반은 운전면허조차 없는 상황”이라고 밝혔다.
현재 뉴질랜드의 운전면허는 ▲학습면허(Learner Licence) ▲제한면허(Restricted Licence) ▲정식면허(Full Licence) 3단계로 나뉜다. 필기시험으로 학습면허를 취득한 뒤, 실기시험을 통해 제한면허를 얻고, 이후 다시 실기시험을 거쳐야 정식면허를 받을 수 있다. 이 모든 과정의 최소 비용은 약 362.50달러로, 상당한 경제적 부담이 따른다.
이번 개편안에 따르면, 제한면허에서 정식면허로 전환할 때 요구되던 실기시험(현행 비용 98.90달러)이 폐지된다. 대신, 제한면허 보유자가 일정 기간 무사고 운전을 유지하면 자동으로 정식면허를 부여받는다.
25세 미만의 경우 18개월 무사고 운전이 요구되며, 만약 정부가 승인한 교육기관에서 관련 프로그램을 이수한 경우 해당 기간은 12개월로 단축된다. 단, 위반 사항이 한 건이라도 있을 경우 무사고 기간은 다시 18개월로 리셋된다.
이는 국제적으로도 드문 방식으로, 뉴질랜드 외 대부분의 국가는 추가 시험 대신 연습 운전 시간 연장이나 엄격한 벌점 제도를 적용하고 있다.
도로 안전 확보 위한 대체 제도도 함께 도입
실기시험 폐지에 따른 안전 우려에 대응하기 위해, 정부는 초보 운전자를 대상으로 한 안전 조치도 강화할 방침이다.
우선, 학습·제한면허 보유자의 벌점 허용 기준은 현행 100점에서 50점으로 낮춰진다. 아울러 모든 연령의 학습·제한면허 소지자에게는 음주운전 허용치 0(제로)의 원칙이 적용된다.
또한, 학습면허 단계의 말미에는 ‘위험 인지 테스트(Hazard Perception Test)’ 도입도 검토 중이다.
시력검사 간소화… “안전성 영향 미미” 판단
운전면허 취득 과정에서 단계별로 시행되던 시력검사도 간소화된다. 정부는 연구 결과, 시력검사의 반복적 시행이 도로 안전 향상에 큰 영향을 주지 않는다고 판단하고 있다.
이에 따라 향후에는 최초 면허 취득 시점과 45세 이후 처음 면허 갱신 시, 단 두 차례만 시력검사를 의무화하고, 그 외에는 시력 변화가 없음을 본인이 자가 진술하는 방식으로 전환된다. 단, 대형차 면허 소지자 및 고령 운전자의 경우 기존 검사 기준이 그대로 유지된다.
2026년 7월 시행 목표… 정부, 국민 의견 수렴 예정
이번 개편안은 뉴질랜드 교통부(Ministry of Transport) 공식 웹사이트를 통해 공개됐으며, 정부는 오는 2026년 7월 시행을 목표로 관련 절차를 준비 중이다.
비숍 장관은 “이번 제안은 운전면허 제도를 보다 단순화하면서도 도로 안전을 지키기 위한 균형 잡힌 접근”이라며 “더 많은 국민이 제도권 내에서 안전하게 운전할 수 있도록 하는 것이 정부의 목표”라고 강조했다.
