Experts have labeled the reliance on such a basic tool to oversee vast public funds as “shocking,” raising serious concerns over its adequacy.
According to a report by IT outlet TechRadar on March 11, HNZ, established in 2022, was intended to streamline costs and enhance service efficiency by consolidating 20 regional health boards. However, a recent audit by Deloitte has exposed critical vulnerabilities in the agency’s dependence on an Excel-based financial system, laying bare significant operational flaws.
The Deloitte report disclosed that HNZ posted a deficit of $1.013 billion in the 2022/23 fiscal year, falling short of its balanced budget target. The financial strain has become increasingly evident into 2023/24, with the agency’s failure to identify or address discrepancies between revenue and expenditure pinpointed as a central issue.
Deloitte outlined five specific weaknesses in the Excel system: ▼ a structure that complicates updates and source tracking ▼ delayed detection of errors ▼ unintegrated corrections to past data ▼ susceptibility to data manipulation due to limited tracking ▼ vulnerability to simple human errors like typos or omitted zeros.
In its report, Deloitte warned, “For a public institution handling $28 billion annually to rely on Excel for financial performance tracking and reporting defies common sense,” urging immediate system upgrades. HNZ has yet to issue an official response, but the revelation is expected to fuel mounting criticism and calls for a comprehensive overhaul of financial management practices across New Zealand.

뉴질랜드 보건부(Ministry of Health, HNZ)가 단일 엑셀 스프레드시트를 활용해 약 280억 달러(한화 40조 원)에 달하는 막대한 재정을 운영 중인 사실이 밝혀져 파문이 일고 있다. 전문가들은 방대한 공공 자금을 관리하는 시스템으로 엑셀이 사용된 점을 두고 “충격적”이라며 강한 우려를 표명했다.
11일 IT 전문 매체 테크레이더의 보도에 따르면, HNZ는 지난 2022년 설립 이후 기존 20개 지역 보건 위원회를 통합해 비용 절감과 서비스 효율성을 도모하고자 했다. 그러나 최근 딜로이트의 감사 보고서를 통해 이 기관이 엑셀 기반 재정 관리에 의존하며 심각한 운영 허점을 노출한 것으로 드러났다.
보고서는 HNZ가 2022/23 회계연도에 예산 균형 목표를 달성하지 못하고 10억 1300만 달러(약 1조 4000억 원)의 적자를 기록했다고 밝혔다. 특히 2023/24년 들어 재정난이 더욱 두드러지며, 수입과 지출 간 불일치를 제대로 파악하거나 대응하지 못한 점이 문제의 핵심으로 지목됐다.
딜로이트는 엑셀 시스템의 한계를 구체적으로 다섯 가지로 정리했다. △업데이트와 출처 추적이 어려운 구조 △발생 오류의 늦은 발견 △과거 데이터 수정이 통합되지 않는 문제 △제한된 추적 기능으로 인한 데이터 조작 가능성 △입력 오류나 ‘0’ 누락 같은 기본적인 실수에 취약한 점 등이 그것이다.
보고서를 통해 딜로이트는 “연간 280억 달러라는 거액을 다루는 공공기관이 엑셀에 의존해 재무 성과를 관리하는 것은 상식 밖의 일”이라며 “즉각적인 시스템 개선이 필요하다”고 경고했다. 이에 대해 HNZ 측은 아직 공식 입장을 내놓지 않은 가운데, 뉴질랜드 내에서 재정 관리 방식 전반에 대한 비판과 점검 요구가 거세질 전망이다.
