New Zealand’s construction sector continues its downward spiral, with building activity declining yet again in the December 2024 quarter, a trend unbroken since September 2022. According to data released by Statistics New Zealand last week, seasonally adjusted building activity for the final quarter of 2024 fell to $7.38 billion, down 4.4% from the previous quarter’s $7.72 billion.
A Statistics New Zealand spokesperson noted, “Building activity peaked in September 2022 and has been steadily shrinking ever since, with residential construction leading the decline.” In the December quarter, residential building activity dropped 4.9% to $4.5 billion—the lowest in four years—while non-residential activity saw a milder 3.1% dip to $2.8 billion.
Experts point to a sharp reduction in new housing permits as the primary driver of the residential slump. “Since mid-2022, the number of new building consents has been on a consistent decline,” a Statistics official explained. “As a key indicator of future construction, this suggests the downturn may persist for some time.”
Meanwhile, the total value of building work completed in 2024 amounted to $34 billion, a 6.4% decrease from the previous year. This figure, which factors in fluctuating costs like materials and labor, differs slightly from raw activity volumes. Breaking it down, residential construction value plummeted 10% to $21 billion, while non-residential work edged up 0.6% to $13 billion, highlighting a stark contrast between the sectors.
The construction industry is sounding the alarm over the residential slowdown, warning it could exacerbate housing shortages. Analysts caution that the sector’s woes may ripple across the broader economy, urging swift government action to stem the tide.

통계국 관계자는 “건축 활동량은 2022년 9월 정점을 찍은 뒤 지속적으로 줄어드는 추세”라며 “특히 주거용 건축이 큰 폭으로 감소하며 전체 하락을 이끌었다”고 밝혔다. 12월 분기 주거용 건축 활동량은 45억 달러로 전 분기보다 4.9% 줄었고, 비주거용은 28억 달러로 3.1% 감소에 그쳤다. 주거용 건축 활동량은 최근 4년 사이 가장 낮은 수준으로 떨어졌다.
전문가들은 주거용 건축 부진의 주된 원인으로 신규 주택 건축허가 감소를 꼽았다. 통계국 담당자는 “2022년 중반 이후 신규 건축허가 건수가 계속 줄어들고 있다”며 “이는 향후 건설 활동을 가늠하는 핵심 지표로, 현재의 감소세가 당분간 이어질 가능성을 시사한다”고 분석했다.
한편, 2024년 한 해 동안의 전체 건축 공사 가치는 340억 달러로, 전년 동기 대비 6.4% 감소했다. 이 수치는 건설 자재비와 인건비 등 변동 비용을 포함한 추정치로, 순수 활동량과는 다소 차이가 있다. 세부적으로 보면 주거용 건축 공사 가치는 210억 달러로 10% 급감한 반면, 비주거용은 130억 달러로 0.6% 소폭 증가하며 대조를 이뤘다.
